UPDATE: 2 AUG 2024, 9.30am - OVERVIEW & ACCESS INFORMATION

Consistent with the approved 2013 Essendon Fields Master Plan, a new hangar facility is being developed at 14 Bristol Street on the Airport Southern Apron. The new facility will be used for the repair, maintenance and overhaul of aircraft.

Project works will include removal of existing pavement, site strip and in ground services, followed by construction of the aircraft maintenance facility. The project will also involve airside works including an upgraded apron.

Whilst we deliver these works, you may notice increased activity on the site, including increased noise from construction works. Measures will be put in place to minimise disruption to local businesses, including implementing dust suppression strategies during the initial earthworks.

To ensure the safety of road users during the project works, traffic conditions around the project site will be adjusted to accommodate construction deliveries and activities. To provide pedestrian safety, the footpath in front of the site will be closed, with diversions clearly marked to ensure safe street crossing.

Temporary fencing will be erected around the entirety of the site with shade cloth installed to manage dust and debris. The fence around the Airside Construction Area will be a key focus for us to ensure we maintain aviation safety and security. That fence will be fixed to the pavement to prevent any issues due to wind disturbance.

Airfield Improvement Works

UPDATE: 3 DECEMBER 2024, 4pm - SITE PLAN

OVERVIEW

Of all the assets at airports, airfield pavements are amongst the most critical.

With pavements dating back to the 1930s and 1940s, a pavement asset management plan is imperative to manage complex and costly ongoing maintenance at Essendon Fields Airport.

Essendon Fields is investing several million dollars into this safety-critical plan, ensuring our runways, taxiways and aprons remain in a sound condition to support operation well into the future.

Throughout these projects, Essendon Fields is working closely with regulators and industry to ensure impacts on operations have been considered, and works are carried out in a safe and timely manner.

We thank all aviation customers for their cooperation as we deliver the Pavement Asset Management Plan, which continues to provide a safe and viable Airport for our community.

TIMING

This is an ongoing major investment project, with individual project works scheduled throughout the year to support the wider project plan. Works will be planned and staged as required to minimise impact on airport users.

LOCATION

Project works will take place across Essendon Fields Airport’s runways, taxiways and aprons.

COMMUNICATION

Affected users will be issued a detailed Method of Working Plan (MOWP) ahead of each stage providing details of the project scope, timing and operational impacts. NOTAMs will be issued as required.

MANAGING CONSTRUCTION

All projects undertaken at Essendon Fields are undertaken with strict safety and compliance measures under the MOWP, in full coordination with relevant authorities.

PROJECT UPDATE | TAXIWAY DELTA ASPHALT REPLACEMENT

Approximately 850m2 of asphalt pavement will be replaced along a 54m section of Taxiway Delta in early 2025.

This project includes the temporary removal and subsequent reinstatement of taxiway lighting to facilitate removal of the existing asphalt layer back to the concrete base, and surface preparation to apply a new 40mm new asphalt layer.

These works are scheduled to occur daily Monday to Friday from 0600 to 1700 local time, advised to affected operators via a Method of Working Plan. During these works Taxiway Delta, between Taxiway Romeo and Taxiway Echo will be unavailable for aircraft operations. The actual date and time of commencement will be advised by a NOTAM, to be issued not less than 48 hours before work commences.

We thank our airport operators for their understanding as we compete this important asphalt upgrade.

PROJECT UPDATE | TERMINAL APRON CRACK SEALING PROJECT

The Airport comprises almost 60,000 lineal metres of concrete joints across the airfield, and sealing those joints is an important part of keeping the pavement subgrade free of water, which overtime can lead to pavement fault.

In late 2022 over 8,400 lineal metres of joints were resealed on the Essendon Fields Airport Terminal Apron, an investment of a quarter of a million dollars. Airport Operations Manager John Nahyna explains more about this process via the video below.

PROJECT UPDATE | RUNWAY 17/35 PAVEMENT SURFACE TREATMENT

An important part of the wider pavement asset management plan is a surface enrichment and rejuvenation treatment to the existing north-south runway, carried out in March 2023. In order to deliver these works, temporary runway closures were carefully managed, with work occurring over three stages.

Consistent with the approved 2013 Essendon Fields Master Plan, a new automotive dealership is being developed at 365 Wirraway Road.  2Construct has been appointed to build the project, with management by Legacy Project Management.

Whilst we deliver these works, you may notice increased activity on the site, including increased noise from construction works. Measures have been put in place to minimise disruption to local businesses, including implementing dust suppression strategies during the initial earthworks.

Pedestrian and vehicle access around the site will remain open during the project works, however some temporary traffic changes may be implemented at various stages to safely accommodate construction deliveries. Interface between the existing Audi and CUPRA construction project at 346 Wirraway Road will also be carefully coordinated to limit impacts on road users, and any temporary traffic changes will be communicated early.

We will be keeping you informed via our website of any specific works or changes that might affect you, and have provided information about who to contact with any enquiries.

Whilst we deliver these works, you may notice increased activity on the site, including increased noise from construction works. Measures have been put in place to minimise disruption to local businesses and neighbouring residents, including implementing dust suppression strategies during the initial earthworks.  

To ensure the safety of road users and pedestrian during the project works, traffic conditions will be adjusted as follows: 

Throughout the construction period: Footpath access on the western side of the site will be partially closed, with access diversions clearly marked to ensure safe street crossing on St Johns Lane and Wirraway Road. Please refer to Figure 1 below.   

Wirraway Road Interface Works: To facilitate works at the interface with Wirraway Road at various stages of the project, traffic changes will be in place around the Wirraway Road northern roundabout. Please refer to Figure 2 below.

Global Avenue | Hart Precinct

Global Avenue | Hart Precinct

OVERVIEW

Consistent with the approved 2013 Essendon Fields Master Plan, offices and warehouse facilities are being developed in the north-east section of the Essendon Fields site.

The project includes:

  • Civil and infrastructure works, including delivery of sewer, water and electrical infrastructure, a new retarding basin for stormwater management and the extension of Global Avenue.
  • Recently completed construction of a new 20,000 square metre office / warehouse building at 112-120 Global Avenue for the design and manufacture of modular construction components. This building has been leased to Modscape.
  • Recently completed construction of a new 5,600 square metre warehouse and office development at 1 Challenger Court, leased by Dutton Wholesale.
  • Construction of a new 10,600 sqm office / warehouse building at 121-131 Global Avenue for the design and manufacture of acoustic panels and insulation products.

WORKS ALERT Updated 8 March 2024

As part of our ongoing development works, one lane of Challenger Court will be closed on Thursday 14/03/2024, between approximately 6:00am to 2:00pm.

WORKS ALERT Updated 22 March 2024

As part of our ongoing Global Avenue Development works, Tree Spading works will be undertaken along Global Avenue between April 2 and April 5, from 9.30am to 3pm each day. The works will take place between Challenger Court and the section of Global Avenue next to the Melbourne Water tanks.

Global Avenue will remain open to vehicles during this period; however traffic management will be in place and vehicles may be temporarily delayed. Thank you for your support, and please check back here for any further updates.

Access to the site will be via Global Avenue, which will see an increase in traffic during these works. While road closures are not anticipated, there may be temporary interruptions to traffic on Global Avenue and Challenger Courts, which will be communicated early to affected Essendon Fields tenants.

AVIATION INTERFACE

Aviation safety is our first priority at Essendon Fields. All development on site is completed with full regard to the National Airport Safeguarding Framework, aviation impacts assessments, and regulatory approvals.

PROJECT UPDATE | OCTOBER 2024

As part of the construction of a new 10,600 square metre warehouse and office development at 121 – 131 Global Avenue, contractors recently undertook bulk earthwork on site, which were initially due to commence in August 2024.

During the initial bulk earthworks phase of construction, we have been made aware of additional noise, dust and vibration. All work on site is being closely managed and monitored in accordance with the approved Construction Environmental Management Plan, and Essendon Fields is working closely with contractors to manage the impact on the surrounding community, including increasing watering to minimise dust blow-off from the site. These earthworks have now concluded.

We thank you for your ongoing patience as we completed these necessary works, and invite you to discuss any concerns with our team.

Construction at 121 – 131 Global Avenue will commence in August, with initial works including establishment of the site sheds and bulk earthworks.

During the initial bulk earthworks phase there may be some noise, dust and vibration, all of which will be closely managed and monitored in accordance with the approved Construction Environment Management Plan. It is anticipated that the earthworks will take four to six weeks to complete.

The Airport is a highly regulated environment and all soil is tested for contaminants prior to excavation and movement, with a risk assessment undertaken to ensure it is appropriately managed. All soil being used for the bulk earthworks has been tested, with low levels of PFAS being detected. The low concentrations pose no risk to human health and can be re-used as general fill without any form of treatment.

P1 Project Management has been appointed to manage the project, with contractors FDC appointed to build the new warehouse development. Essendon Fields has established a stakeholder management framework with our project team to ensure all contractors working onsite are proactively managing the impact of our development activity on the surrounding community.

Essendon Fields is committed to communicating with our stakeholders about how we manage the impacts of our development projects at the airport.

Due to ongoing development projects that are being delivered under our Master Plan, excavated soil is being temporarily placed along the Lebanon Street boundary, as indicated on the site plan.  These truck and soil movements will gradually reduce and cease over the coming weeks as our contractors complete excavation works.

The airport is a highly regulated environment, and all soil is tested for contaminants prior to excavation and movement, with a risk assessment undertaken to ensure it is appropriately managed. Soil sampling has revealed the excavated soil contains low levels of PFAS, which poses no risk to human health and can be re-used as general fill without any form of treatment. The Airport Environment Officer has approved the excavation and temporary placement of this soil, which over time will be re-used throughout the airport.

However, we understand stakeholders’ concerns about the location and visual impact of the soil stockpile, and in the short-term, this soil is being reshaped to minimise visual impact, and has been sown with grass seed to suppress dust blow off.

We also appreciate concerns regarding light glare from the new warehouse development at 112-120 Global Avenue. As a result of this feedback Essendon Fields has worked with our contractors to minimise the impact of building lights on neighbouring properties, and the lighting has now been reoriented.

Our team are also investigating landscaping treatments along the airport boundary, including the planting of non-deciduous trees to provide year-round screening. We welcome your feedback as to how we can further improve visual interface with neighboring residential areas, and will continue to keep you updated regarding our development plans.
